Abstract
The purpose of this study was to investigate the factors that affect the roles and
responsibilities of woreda education offices of Addis Ababa city administration. The
participation of stakeholders, availability of skilled manpower, finance (Budget), materials,
effectiveness and efficiency of the management system and information and communication
mechanisms were used to investigate factors that affect WEOs to carry out their duties and
responsibilities. The research methodology employed in this study was descriptive survey. The
data were gathered using questionnaire, interviews, and documents review. The data gathered
through questionnaire were analyzed using percentage and mean. Descriptive narration was
used for the qualitative data gathered through open- ended questions, interview and document
review. The study was conducted in 30 woreda education offices in six sub-cities. 13
educational officials and experts from Addis Ababa city administration and 26 Sub-City
education officials and experts, 79 woreda education officials and experts, 21 School
principals, 132 teachers and PTSA representatives from 90 private and government schools
used as the subject of the study. The findings from the data analysis revealed that the
participation of NGOs and private investors in enhancing education management activities at
woreda level is poor; similarly community and teachers participation in managing education
at woreda level is poor. The budget allocated is inadequate and absence of enabling policy
environment to utilize directly the internal income obtained from different sources hampered
managing education at woreda level. Generally the education management activities at
woreda level lack proper participation of stockholders, resource capacity and effective and
efficient management system to realize the educational goals. Following the findings and
conclusions drawn ,The researcher recommended that the WEOs in collaboration with
school, WAC,SEO,AAEB and other concerned bodies develop and facilitate collaboration
with NGO's and private investors in generating revenue for education system. Moreover,
coordinating and integrating community efforts through provision of technical support to
utilize the vast human and material resources of community to strength the WEOs
management system and to reduce financial burden on the government. Furthermore,
provision of workshops and conducting discussion forums that strengthen the capacity of
woreda education officials and experts in creating clear understanding of guidelines and
policy documents should be emphasized. On top of this action should be taken by training
appropriate personnel to improve the information and data system that enable to get timely
and quality information at woreda level.
