Item Enhancing Construction Site Utilization Efficiency: An Evaluation Of Implementation In Addis Ababa Building Projects(Addis Ababa University, 2025-06-01) Genet Shewangizaw; Wubshet JekaleConstruction site utilization planning (SUP) is a critical factor influencing project efficiency, safety, and cost-effectiveness in building construction. However, in Ethiopia, particularly within the rapidly urbanizing environment of Addis Ababa, the effective implementation of SUP remains inconsistent and underexplored. This study evaluates current practices, constraints, and key performance indicators (KPIs) affecting SUP implementation in building projects in Addis Ababa. To achieve this, the study employs a mixed-method research design that combines descriptive and exploratory approaches, supported by both primary and secondary data. Following a pilot assessment, 36 relevant variables were identified, including 22 constraint indicators grouped into five categories: organizational challenges, technical indicators, resource constraints, temporary facility characteristics, and knowledge and understanding constraints. Additionally, 14 KPIs were categorized under safety and risk mitigation, material management, and site utilization facility indicators. Data were collected using standardized AHP-based expert questionnaires and Likert scale surveys administered to professionals from client organizations, consultants, and contractors. The Analytic Hierarchy Process (AHP) and descriptive statistics (SPSS) were employed for data analysis. Findings reveal that resource constraints are the most significant barrier to SUP implementation, followed by technical operational issues, organizational challenges, and temporary facility characteristics. Among KPIs, safety and risk mitigation emerged as the most influential success factor, ahead of indicators for site utilization facility and material management indicators. The study concludes with evidence-based recommendations for stakeholders to enhance SUP adoption, optimize spatial logistics, and improve project outcomes within Addis Ababa’s constrained urban construction context.
