A total respondents 0/146(75%) were illvolved ill Ifte sllidy from bolh providers of Ihe program. 0111 of lilis 75 respolldellis were frolll NCOs alld 71 were from government. Tlte respondents were selected through purposive, simple raudom and availability sampling procedures. rhe data gathered through questionllaires were analyzed using percelltage, weighted meall, t-test and chi-square. IYh ereas, data gathered through interviews and documellt in ventory were analyzetl using descriptive statements. The finding revealed that both providers of the program were highly positive ill the issues of ABE plallllillg. ill slaffillg pOlelllial facilitalors (grealer Ihall 90% are T. T.I graduales) alld ill allraelillg different stakeholders 10 participate in all aspects of management alld program scheduling. At the same time the Stlll(V bulicated that in both providers of the program there was facilitators tUrn over, shortage of 011 job training to the facilitators, alit! cluster supervisors. On the other hand, ill the study it was found that NGGs rUIl ABE illstitutiolls are better ill the illterual orgallizatiolls/resource material provisions (t= -3. 178, oc
