    CD-Rom Databases as Information Sources for African Researchers: A Case Study of the CD-Rom Service At Addis Ababa University Library System

    This thesis is a result of the study that was undertaken to assess the effectiveness of CDROM databases in meeting the research and teaching needs of African researchers, taking Addis Ababa University Libraries as a case study. The study was carried out by means of a survey in order to get a user appraisal on how their needs' for current information were being met through the CD-ROM search facilities available in the University Libraries. The survey results showed that the service was being underutilized, the major contributing factor being, the lack of awareness about the existence of the service. The methods that the Libraries had employed in publicizing CD-ROM were proved to have been ineffective and users suggested how the Libraries could improve the publicity of the service. Although the number of staff and students who had actually used CD-ROM facilities was very small in proportion to the entire user population, their satisfaction rate was very low and they pointed out certain weaknesses of the service and recommended measures to be taken in order to redress the situation. The respondents who had not used CD-ROM service in the Addis Ababa University Library System expressed a desire to utilize available databases. The majority of the respondents were in favour of sustaining CD-ROM even at the expense of journal subscription and they also overwhelmingly welcomed the idea to have them pay for the delivery of full text articles provided this would quench their hunger for current information. African university libraries have been urged to carry out periodic evaluations of the CDROM service in order to determine the extent to which it contributes to the fulfillment of the research and teaching needs of the institutions . On the basis of the analysis of the survey results recommendations have been made to the end of ensuring effective and appropriate utilization of CD-ROM databases. The recommendations include a systematic and consistent User Education Programmed, including orientation of users on the CD-ROM Service and demonstrations; training of manpower on how to conduct literature searches on CD-ROM; locating the workstations were they are visible and approachable by users rather than putting them in the basement or offices; and the enactment of a policy on information to govern the utilization of available information resources and services, including the effective and appropriate use of CD-ROM databases . In order to save time for the users, it has been recommended that databases be created on the articles received through document delivery and that these first be checked before conducting the search on the CD-ROM databases .

    A Computer-Aided System to Support Manpower Requirement Analysis in the Health Sector at the Local Government Level in Tanzania

    . In this study an investigation of the existing information facilities and information flow patterns for health manpower requirements analysis in Singed District Council has been carried out. A survey conducted for the purpose of understanding the existing information facilities in the chosen area has revealed the weakness of the existing information facilities , and observation has led to pinpoint the means of improving and strengthening the existing information support facilities for manpower requirement analysis at the Local government level. The use of questionnaires, interviews, observations and literature survey on health manpower have revealed the information needs of health manpower planners and decision-makers at the local government in Singed District. Findings from the users groups are given. A computer-based information support system which is envisaged to be more efficient has been proposed based on those findings. Four prototype databases have been designed using Mico-CDS/ISIS which taken together are expected to provide all necessary information required by health manpower planners in Singed District. These include specialized database for health institutions, health staff, and health projects. An integrated database for bibliographic records has also been designed. The prototype information support system has been proposed to work on a Local Area Network (LAN) located within Singed District Council's health departments. Measures to be taken for implementation of the prototype information support system and its further improvements are suggested.

    A Computer-Based Information Support System for Energy Resources Development in Tanzania

    Energy is a critical input into any country's development process. It is a prerequisite for the proper functioning of almost all sectors of the economy , and a resource without continuous supply of which human society cannot survive well. Therefore, elaborate plans and strategies need to be organized to develop sufficient energy supplies. On the other hand , working out successful planning and strategies is knowledge based and require timely and sufficient information. This study set out to investigate the information support services available to institutions related to energy resources development in Tanzania. Among the things which the study investigated include: the information flow pattern, information resource sharing, application of information Technology , the kind of services offered by information centres, and how the people engaged in energy development planning and decision making are benefited by these information centers. Results of the survey conducted among six information centers indicate that the performance of information services supporting energy development in the country is weak. This dismal performance originates from among other things the ineffective information flow pattern, lack of coordination of information centre related to energy development, inadequacies in data collection, processing and dissemination, especially at the Energy Development Unit, low level of application of Information Technology (IT) in handling and dissemination of information, inadequacy in trained information personnel, and absence of computer-based services. In order to overcome the shortcomings mentioned above this study proposes the establishment of a Computer-Based Information Support System for Energy Resources Development in Tanzania (CBISSERD), which would work on a LAN established at the Ministry of Water, Energy and Minerals. Two types of prototype databases have been developed. The first one is an integrated database called 'JORAM' which consists of Bibliographic Records , Profiles of Experts, Profiles of Projects, Profiles of Institutions and Profiles of Information Systems. The second type is a set of specialized databases named T ASEC, ENERT and ENTAB. These prototype databases are expected to be a source of valuable information to help the process of energy development in Tanzania . Among the recommendations made following this study, include: the immediate establishment of the National Information Policy on Information Systems and Services, the establishment of a National Information System to coordinate information institutions, for the government to give reasonable attention to information as an important resource for development, and improvement of IT application in the information sector in Tanzania. These suggestions are expected to improve the information systems' capacity in supporting energy resources development in Tanzania.

    Design of Prototype Information Support System for Biodiversity Studies on Ethiopia

    The direct benefits of biological resources to humanity (for food, fuel , fiber. medicines, drugs, and raw materials f or host of manufacture in technologies and purposes), and the intangible scientific, ethical / moral, aesthetic recreational values and the ecological services (in protecting watersheds. cycling nutrients, combating erosion , enriching soil , regulating water-flow, trapping se dements, mitigating pollute on , and controlling pest population s ) have been recognized f o r a long time . However . biological resources have not been given due care and attention by policy makers, planners, and the Public. Indeed. The large scale problems of population growth and inappropriate development strategies a r e degrading the land , water , and a atmosphere and progressively extinguishing the Earth's organisms and habitats t hey inhabit . The great loss of biod iversity suggests t he need f or conserving and managing it to ensure sustainable deve lopment. The thesis d discusses some of the research areas/topics critical to the conservation of biodiversity. It highlights the biological aspect as well as the soc i o - economic fact ors and cultural context that must be considered in successful. long-term con serration work and finally proposes and briefly discusses a national biodiversity conservation strategy to be drawn and implemented As part of conserving and managing biodiversity, it is necessary to identify what i s not known about biodiversity and create the means to increase and disseminate knowledge . The challenge of biodiversity conservation, management, and research entails not only gathering of information, but its management , application, and communication. Provision of the information needed to decision makers in monitoring, formulating policy and designing programs to conserve biodiversity is critical. To enhance the availability and application of scientific information for managing and con serving biological diversity. Setting up compute r databases and inventories and networks and harnessing the capabilities of remote sensing and geographic information systems are examined. From this point of view, again, a survey ha s been conducted on local institutions concerned wi th biodiversity , the findings analyzed, current problems and constraints identified. Prototype databases f o r plants, animals. national parks , germplasms, referral deference services have been designed; strategies for developing and implementing the databases discussed; and a national biodiversity information and monitoring system (NBIMS) proposed.

    Development of an Information Support System for Radio Services in Tanzania

    This study investigated the Information Support System available for Radio services in Tanzania, and presented possible ways of strengthening the existing information system and services. The main objective of the work is to develop and enhance the efficiency and effectiveness of Radio services in the country by facilitating access t o timely, reliable, relevant, and adequate information to radio services developers, that is, planners, decision makers, executives and experts . Among various aspects which :he study investigated include: the information flow pat tern; information resource sharing; application of information technology , IT ) ; the kind of services offered by infraction centers; and how the radio services developers have benefited by these information centers The results of the survey conducted show that the performance of information services supporting :he radio services development in the country are weak. This poor performance originates from ineffective information flow pattern; lack of co - ordination of information centers related to the development of radio services; inadequacy o f data / information collection, processing, and dissemination, especially at the Directorate o f Information and Broadcasting (DIB ) ; l o w level of application of Information Technology (IT) in handling and disseminate on of information ; inadequacy of trained personnel; and absence of computer-based information services In order to overcome the shortcomings mentioned above , the establishment o f computer-based information support system is proposed, its features elaborated and a plan for its implementation suggested. The proposed Information Support System for Radio Services, the core of this study, outlines the ISSRS establishment, its management structure, functions, facilities to be used and budget considerations. The main ISSRS function will be to strengthen and enhance provision of information services wit h emphasis on value-added information products. Appropriate information infrastructure components are identified and their development recommended to ensure efficient execution of ISSRS activities. The recommendations made following this study include: the establishment of National Policy on Information Systems and Services to direct information services in the country; user studies to identify the sect oral needs; training of workers and attracting /encouraging the available experts ; reasonable attention to be given by the government to information as an important resource for development; strengthening co-ordination among the institutions related to radio services development; improvement of IT application in the radio broadcasting sector ; and establishment of the National Information System to co - ordinate the suggestions are capacity and information services in Tanzania . These expected to improve the information systems capabilities in supporting radio services development in the country .

    Human Resources Information System for Ethio-dtibouti Railway Company

    This study has been carried to propose an integrated Human Resource Management Information System (HURMIS) that consists of Employee Communication System (ECS) to facilitate information exchange between employees and management, Personnel Research System (PRS) to generate new information for decision, and information service center to provide access to information and promote the use of information. It is integrated so that the activities of each are interrelated with those of the others. The study envisioned such a system as a support system to top executive strategic activities. The marginal contribution of computer in this regard has been theoretically substantiated in two dimensions: top management activities and decision making. Furthermore from the theoretical analysis a framework has been developed to guide the evaluation and the design of the existing and proposed HURMIS. Moreover the factors that influence the characteristics of information system such as the management needs for information, company value, company information policy, and reciprocity with environment have been highlighted. Accordingly, data that are pertinent and relevant to the existing HURMIS are collected. For the purpose of collecting data, methods, such as, questionnaire method, interview method, and literature review have been used. The study reveals that the existing HURMIS in EJRC is functionally and structurally deficient, and without reciprocity with its environment. The thorough analysis of data made certain that it is the management and the shareholders that share the blame for the inadequacy of the information system. The responsibility of bringing the change is ascribed to the board of directors.
