    Accommodation of Diversity and Rights of Women in Ethiopian Federalism: The Case of Guraghe Zone, SNNPR

    Absence of women‟s participation/voice in customary local institutions, limited empowerment of women, shallow understanding of autonomy and multiculturalism, and legislative gaps are factors that hinder the protection of rights of women in the family arena within ethno-cultural communities in Guraghe Zone of the SNNPR. This research by examining institutional system for the protection of collective rights and rights of women showed the opportunities and challenges of resolution of conflict of culture and rights at local level. In doing this, the thesis filled the gaps seen in the literature regarding process of transformation of customary local institutions and its limitation as a mechanism of resolution of conflict of culture and rights in the family arena in Ethiopian federalism. The limited emphasis given to rights of women to participate in customary local institutions is the main factor that undermines enforcement of rights of women in the family arena both in the state and non-state institutions. In patriarchal society, such as Ethiopia, women were/are voiceless in the (re)construction of culture, such as customary laws. This is one of the challenges in the process of elimination of discrimination and harmful customary practices against women within ethno-cultural community as well as in the enforcement of right of exit.Making multicultural feminist standpoint and human rights norms the theoretical and methodological framework for this research; the researcher explored the institutional systems for the promotion and protection of rights of women at local level. These theories have the purpose of resolving conflict of culture and rights, i.e., conflict between collective and individual right, by making all, who are concerned and involved, to have voice in the resolution of those conflicts. Document analysis, interviews, focus group discussion and observation are the methods used to collect qualitative data. Interpretional and reflective method of data analysis has been used to analyze empirical data.

    Challenges of Women‟s Political Participation and Representation: In the Case of Raya Kobo Woreda, Amhara National Regional State

    In recent year women’s political participation and representation in local politics has gain significance attention around the world. The central objective of this study is to examine the challenges of women’s political participation and representation in Raya Kobo Woreda. Women’s in study area were not politically empowered. To conduct this study, descriptive survey method was used. Data were collected from primary and secondary sources. Finally, the research came up with the following major findings. The proportion of women at Woreda council was 25 %, while, at Kebele council, women constitutes 20.2%. The share of women at Woreda and Kebele executive has 18.5 % and 14.3% respectively. There are different challenges that have narrowed women’s political participation and representation at local level of study area. These are weak women institutional structure (WCYAs, women association, women league)that advocate women’s political issue, low level of commitment and coordination between concerned body (such as APP, Council office, agriculture and education sectors )that translated women right in to practice. Economic, social and cultural influences were also contributed low political participation and representation in study area. Women political participation and representation was not full of challenges but there are some opportunities, the formation of women institution, international and regional agreements and national women policy were considered as an opportunity. It could be concluding that women’s political participation and representation was constrained by different challenges at local council. Therefore, performing awareness creation and implementing international conventions and women policy to empower on political participation and representation

    Informal Trading,Municipal Governance and Local Economic Development; A Case Study of Nifas Silk lafto Sub-City; Addis Ababa, Ethiopia

    The main objective of this study was to examine informal trading, municipal governance, and local economic development in Addis Ababa in the case of Nifas Silk Lafto Sub-City. A mixed-method approach was employed, combining survey, interview and field observation to obtain qualitative and quantifiable data. Finally, the study revealed that informal trade is a dominant phenomenon in Nifas Silk Lafto Sub-City, Addis Ababa, where most of it occurs in public spaces such as pavement, marketplaces, and bus terminals. It provided a livelihood source, as the majority of respondents (above 72 per cent) earned their full income from it, providing for a number of families. Informal trade is thus contributing to the alleviation of poverty. However, there are a number of problems faced by traders in the informal sector, such as legal exclusion, constraints of access to finance, lack of infrastructure and unpredictable and often antagonistic relations with governance. Their role in decision-making is also quite negligible. The study concludes that informal trade is an essential aspect of urban economic development and needs policy and governmental support through legalisation and licensing, infrastructure development, financial support, institutional collaboration, stakeholders' participation in policy-making, strengthening the capacity of municipal officials and continuous research

    Opportunities and Challenges of Accommodation of Linguistic Diversity in Addis Ababa University Main Campus: -

    The FDRE constitution recognize the Amharic language as a sole federal working language, because of this in Ethiopian HEIs other activities, than the learning teaching activities, are held by using the Amharic language. Addis Ababa University as one of HEI of the country is also subject to this language policy. This research paper then tries to address the opportunities and challenges of accommodation of language diversity in Addis Ababa University in the area of catering, dormitory and library services. These specific areas are selected because it is these services that students use on daily bases, so these are the appropriate areas to show how linguistic diversity is accommodated in the university. Based on this, the research findings shows that since the catering, library and dormitory service in the university are given to students mainly by using the Amharic language, students who only spoke their mother tongue language faces difficulties of communication. Meanwhile the paper discusses the language policy of Ethiopia at the federal and sub national level. In order to achieve the objective of the study the researcher collected and analyzed data mainly based on qualitative research method. For the purpose of effective research finding, both primary and secondary sources of data were used. The primary sources of data includes: -field observation, focus group discussion and interviews. Secondary source of data which includes; -articles, books, thesis, dissertations, websites, different proclamations, policies and other sources also applied. Including constitutional amendment, institutional mechanisms such as having a special office or disc, having a multilingual staffs and awareness creation are recommended.

    Political Participation of Women at Local Level: The Case of Sebeta Town Administration, Oromia National Regional State

    The main aim of this study was to assess the political participation of women in local government and investigate major factors that have been affecting women’s participation in the governance of the Sebeta town administration. Based on the nature, scope, objectives, time and available resources, the research was conducted using descriptive research methods to collect both qualitative and quantitative types of data. In this study the researcher employed different data gathering instruments. The study makes a brief review of literature related to political participation of women at local level in general and particularly in Ethiopian. The study presents the data collected following the findings based on both qualitative and quantitative data presentation. The study revealed that, the political participation of Women’s problems at Sebeta town mainly due to lack of equal education opportunity, the historically rooted gender based division of labor. More importantly, lack of economic power of women to cover their living expenses is also limiting their participation. As they lack their own income, they consider attending meeting, election campaign and other as time wasting, because they have to take care of their domestic affairs like care given children and cocking. Finally, low level of commitment from women’s league, town administration, and the ruling party also worsen the case. The study recommends legal and institutional improvement, facilitate civic programs and training for women in order to increase their economic independence and knowledge and skills directly related to political participation, civic society participation by women and also gender mainstreaming, to play a positive role of political participation women at local level in order to improve Sebeta town women political participation.
