    An Assessment of Challenges of Urban Good Governance: the Case of Fitche Town Administration

    The study aimed at assessing the practice and the challenges of good governance through the approaches of the implementation of accountability and transparency in the selected public sectors of fitche town administration particularly municipality, and trade and market development offices. Descriptive survey design by using mixed approach (quantitative and qualitative sequentially) was used to accomplish the objective of the study. The respondents of the study were selected using simple random sampling and convenience technique. In all 96 sample employees were asked to fill the questionnaire and 92 were responded and used for analysis. Also 24 customers from the two selected offices were participated in the study through interview. The data collected from participants of the study were analyzed through descriptive statistical tools such as frequency, percentage, mean, and standard deviation. The result of the study was presented using charts, graphs and tables. The study revealed that poor practice of implementing accountability and transparency. It was also found that lack of capacity, weak low enforcement, malfunction with corruption, lack of commitment and awareness were identified as challenges of good governance. Therefore, the study recommended that the studied sectors should mainly focus on the effectiveness of accountability and transparency. In addition the sectors should promote effective good governance through minimizing the influence of the identified challenges of good governance in the public sectors of the town.

    Assessment of Monitoring and Evaluation Practices of Productive Safety Net Program in MoA in Ethiopia

    The general objective of the study was to examine the monitoring and evaluation performance practice of the Productive Safety Net Program (PSNP) in Ethiopia. To achieve this objective, a non-experimental descriptive field survey research design was applied to measure the variables and test their effects using statistical methods. The research employed a purposive sampling technique to select 32 respondents out of the total population of 159.Closed and open-ended questionnaire was used to collect the necessary data and information. Data analysis was conducted using SPSS Ver. 20. Result outputs and interpretation were conducted using simple descriptive statistical methods. Presentation and appraisal were held using summary tables and graphs. The findings of the study showed that M & E performance practices have been operational at planning process, technical expertise, stakeholder involvement and management participation. But, the level and extent of variations and influences on M & E performance vary across each these four stages. More importantly, information obtained from respondents revealed that management participation was found to have the lowest importance value in view of M & E planning process, technical expertise, stakeholder involvement and management participation. Also, stakeholder involvement compared to other factors was found to be insignificant in terms of M & E performance. In addition, the response rate analysis indicated those details, cost and decision-making as key factors for effective M & E planning. In conclusion, the findings of the study revealed that monitoring and evaluation performance currently practiced by the PSNP is more closely linked to the M & E planning process, technical expertise and management participation, but little with stakeholder involvement. Therefore, it is recommended that to enhance the existing M&E performance practice of PSNP there should be a strengthened capacity building mechanism, awareness creation, active participation and engagement of stakeholders together with adequate financial support and ICT infrastructure.     Assessment of the Effects of Decentralization on Urban Service Delivery: Case Study on Education and Health services Deliverance at Debre Markos Town, Amhara National Regional State

    In Ethiopia rapid urbanization is the product of socio economic development. As a result urban populations have been growing in an alarming rate. This situation mainly aggravated by the two major features: rural-urban migration and natural increase of the population. Due to these demographic changes, pressure put on urban centers in which residents hardly get quality andefficient services. To tackle down such urban problems, the GoE has established decentralization policy that aimed to transfer powers, responsibilities and resources from the central government to regional, zonal, and Wereda levels of administration. This research has given emphasis on education and health service delivery in Debermarkos town case. In this town basic services provision intricate with social problems: inadequate and poor quality of services, less accountability and transparency, insignificant number of professionals, low institutional capacity and minimum public participation in planning, monitoring and decision making process. But these poor conditions of service providers of had not been assessed or studied (i.e. academically); it couldn’t be identified, determined, evaluated and recognized the hindrance for effective implementation of decentralization at the district level. The research used qualitative and quantitative data. This study has assessed the local service providers’ performance in line to quality indicators and the governance values indicators: accountability, transparency and community involvement in the improvement and provision of services. From the findings, it concluded that that decentralization obviously shown improvement in service delivery particularly in schools’ and health centers’ service delivery activities: service providers could perform their duties with autonomy, improve quality and efficient services delivery. However, administrative constraints: clarity of responsibility, accountability, open information flows, and participation have made the services provisions inadequate. The paper suggests that public service providers should be participatory, transparent (free access to information), empowered to decide administrative issues autonomously, accountable to the community, dynamic to identify community interest and should include community input in strategic planning and decision making process in the public service providers.     The Ethiopian Developmental State Approach and the Role of Non-Governmental Organizations (NGOs) in Democratic Governance: A Study on Selected Local NGOs

    The developmental state approach has been getting currency after the ‘East-Asian miracle’ has been taken as a success story by different scholars, analysts and the international community. Nowadays, a global focus is also being given on building a democratic-developmental state in developing countries including Ethiopia. In this case, in addition to building its own institutions, a particular state is expected to work closely with non-state actors including the civil society which will enable it to achieve its democratic and developmental goals. The main purpose of this study was to identify, describe and produce an analysis of the Ethiopian developmental state approach and the potential role local NGOs in democratic governance. A semi-structured and in-depth interview schedules have been prepared and distributed to a purposefully selected four local NGOs, one consultation forum and concerned government institution. The selected NGOs have been operating for more than ten years, so that their activities can be assessed vis-à-vis the Ethiopian developmental state approach that has become an official government’s paradigm in the last ten years or so. The results of the study showed that, the role of local NGOs in democratic governance is important and can promote a democratic developmental state’s agenda. Additionally, the government should play a vital role by strengthening the playing ground for non-state actors including the civil society and achieve a democratic developmental state’s objective. The paper contributes to a better understanding of the importance of and attitude towards local NGOs in the realm of a democratic-developmental state paradigm. Based on the results, it can serves as a basis for further research in the field.

    Factors Affecting Quality Service Delivery: in the case of Addis-Ababa Bole International Airport

    This study was conducted to assess factors affecting quality service delivery in the case of Addis Ababa Bole International Airport. Descriptive method of research was adopted in carrying out this study. The primary sources were passengers of Addis Ababa Bole International Airport, who are the end users of airport facilities and services and the senior management and employees of front line area service provides from different sectors. A sample of 400 service users (passengers) and 280 front line service providers of the indicated airport were selected .The sampling techniques employed in this research were non probability sampling method, which is, convenience sampling for passenger (end users) respondents and in order to get more accurate representation from each heterogeneous subgroup of service providers in an organization under study stratified random sampling was undertaken so as to change in to homogeneous groups. Then simple random sampling technique was selected from their list by their strata like airport, airline, custom, immigration security and others. Data were collected using structured questionnaire and analyzed by SPSS windows version 23.0.The questions were measured on a five-point Likert scale, with being strongly agree, agree, neutral, disagree and strongly disagree rating scales. Passengers were asked to rate airport services and facilities like: airport access, airport services and facilities, airport restaurants, airport shopping facilities, airport service personnel and security, airport environment, airport immigration and customs while front line service providers were asked to rate their organizational policy and suitability of their working environment. Major challenges found from passengers and first line service providers in the study indicate that: non clarity of airport terminal signs and symbols to find ways easily, inconvenience of flight information display to get adequate information, queue length at every check- points, inadequate banking service or money changers, un clean rest rooms, less accessibility to internet/ Wi-Fi services, expensive prices in restaurants and shops , lack of trainings that increase efficiency of employees, unfair selections for trainings, in adequate office arrangements and work equipment suitable for work were the most common problems contributed to affect the quality of service delivery in the study area.

    Land Management Policy and its Implementation in Addis Ababa city Government:-the case of Arada and Yeka sub cities

    Land markets contribute directly to economic growth through capital formation. In this regard, land developers have a crucial role to play, in that they develop sites generating higher values, making it possible for urban land markets to contribute significantly to capital formation direction. The most important function of land markets in economic growth is moving land from the inefficient user to the more efficient one. The past two decades of public ownership of land and centralization of some of the land related activities have proved the public sector’s inefficiency, sluggishness and bureaucratic land allocation that didn’t cope with the fast growing demand of the population, only contributing to land price escalation and corruption in the city and in the studied area. This study establishes that, the practices of access to information about land lease and land allocation was not equally accessible to all. Limited publications or announcement, long and many steps in land allocation processes were time consuming and non uniformity in managing land evidenced this. However, land allocations was mentioned by the majority of an individual or by the city residents as non transparent, improper investor selection were nonexistent; in turn most allocated plots in serviced land are not developed, rather fenced for a long period even after the expiration of grace period. Many measures have been taken to tackle urban problems in our city. One of which is regarding the land policy that is very delicate, the most important and political sensitive area, which the national government has directly involved in it. Addis Ababa is presently a head of many others Ethiopian cities to adopt land lease regulation as well as land and housing management practices. The City Government Addis Ababa intends to promote the formal sector medium and large scale businesses by instituting among other, an efficient and sustainable land management system that would ease the access to land. Not with standing system that would ease the access to land. Notwithstanding the efforts being made by the municipality to improve service delivery, there appears to be a need to introduce more transparent and accountable working procedures that pertain to land management related services. The sluggishness and wide spread incidence of corrupt practices in urban land management has to be seen in lights of the rule of laws. Lack of qualified man power and the motivation and ethical profile of the organizational staffs were bad, for some officials it was extremely lower; which lead to poor performance.

    The Role of Civil Society Organizations in The Democratization Process of Ethiopia:Post 1991 Assessment

    The existence of vibrant civil society organizations does have the potential to make a positive contribution to the democratization process of Ethiopia. These organizations perform different activities such as limiting the power of the state more generally, challenging the government when doing wrong; complementing the role of the state, creating awareness in the community, promote transparency and advocate on fair and free election. They can also reform the state especially by building the capacity of the various institutional settings. The purpose of this study is to assess and examine the role of CSOs in the democratization of Ethiopia since 1991. The study is of descriptive survey type where both primary and secondary data were used. The study also used non-probabilistic, purposive sampling technique to assess the issue at hand. The state civil society relation is an inherent feature of a certain organized society. Civil society organizations remain the watch dog of the public, though the role playing in and the strategies differ. When the state becomes powerful, it is CSOs that should check challenge and reform it. Thus, the relation between the state and civil society should be smooth and governed by the common objective of democracy. A very close examination of data shows that Ethiopia's civil society is built around the poverty crisis facing the country in 1973/74, and 1984/85 and proliferated after the liberalization from the Dergue regime. In Ethiopia, the political reform was taken place as a result of the dismantling of the authoritarian Dergue regime and the adoption of new constitution yvhich provides a legal provision for the freedom of association, created relatively a favorable environment for the emergence of civil society organizations. Right after the change of the regime in 1991, the legal provisions that ascertain the freedom of associations have instituted in both the transitional charter and latter in the 1995 Federal Democratic Republic of Ethiopia (FDRE) constitution that has laid the foundation for the operation of CSOs.
