Item The Analysis of Counseling Principles Application in the case of some selected Voluntary Counseling and Testing Centers for HIV I AIDS in Addis Ababa.(Addis Ababa University, 2006-06) Jima, TesfayeBeing a fatal disease, AIDS is one of the most global agenda. It has been seriously threatening the social, psychological, health; and economic situations of the contemporary society. In order to pave the way to mitigate the expansion of the pandemic, different strategies have been designed. One of these strategies is the establishment of VCT Centers. Counseling seIVice rendering has been considered as prominent for whose live is directly or indirectly touched with HIV/AIDS. Through the counseling services the client's life can be enhanced and in para/leI to this the expansion of the pandemic could be prevented. In order to analyze the application of counse1in1 principles at the VCT centers, twenty-four (24) sampled VCT centers were selected by using quota and systematic random sampling methods from government hospltals~ private higher clinics and NGO VCT centers. Then, all counselors at the sampled vcr centers (totally 62 respondents) were selected for the study. In order to collect the relevant data, intervie~ observation, and pilot tested self-rating questionnaire methods were used. To analyze the gathered information percentage method of data description was employed. The finding of this study revealed that many counselors at vcr center don 't appropriately apply the counseling principles. Hence~ the finding indicated the eVidences for the inappropriate application of counseling principles. This inappropriate application includes misconception of the underlying counseling theories and Its assumptions~ inappropriate consideration of legal and ethical issues. Additionally, as rated on effective counsefor's characteristics application checklist the finding demonstrated that some of the counselors were found ineffective. They rather observed providing advice and support (which is more of non-psychological help), Anally, based on the finding, it can be concluded that the training In counseling (HIV) skill was unsatisfactory. Thus, It could be reasonable to recommend intensive training by relevant professional persons for the VCT counselors.Item Federalism and Inter-Clan Relations along the Regional Borders of Oromia and Somali: A Case Study of Liban and Filtu Woredas(Addis Ababa University, 2018-06) Jima, Tesfaye; Kassa, Getachew (Associate Professor)This dissertation is an examination of inter-clan relations along regional borderlands within the federal political system of Ethiopia in the last two decades. It examines explicitly whether the legally decentralized political, administrative and fiscal power have been implemented at the local level, i.e. in pastoral and agro-pastoral communities. Emphasis was given to institutions, political representations, administrative functions, fiscal transfers, implementation of the decentralized authority and resources, in the light of perception and participation of stakeholders; and whether or not this devolution of power has promoted cooperation among various clans thereby brought sustainable peace and development. Thus, a phenomenology, embedded case study which was primarily qualitative, was conducted on two case study woredas -Liban woreda of Oromia state and Filtu woreda of the Somali state. Data were collected through document analysis, focus group discussions, interviews and observation. In order to explain these data, a combination of conceptual and analytical frameworks was constructed and organized on the basis of theories of federalism, decentralization, ethnic relations, and conflicts. The findings indicate that in both woredas ; federalism and its local government institutions—and public policies from above—have marginalized traditional institutions, the customary law of the communities, which used to help clans cooperatation on resources use, allocation and management. As a result, owing to delayed actions to respond to grievances of communities-like boundary demarcation, resource sharing, representation of pastoral community at regional parliament and minority access to administrative power and unequal service delivery by local governments along Somali-Oromia regional border, inter-clan relations have deteriorated. Furthermore, inter-clan relations in these border areas have been influenced by the absence of inter-governmental relations at woreda level, lack of accountability and transparency, the politicization of clan identity by officials, and lack of emphasis on social service provision which could serve as a means for promoting clan cooperation. Overall, the study realved that constitutionally decentralized political power, administrative functions and fiscal issues of Ethiopia have not yet been fully implemented at the woreda level as planned. The findings of the study also disclosed that full implementation of local level decentralization of authority in the case study areas was inadequate. This suggests that the traditional leadership structure and customary law be restored to enhance peaceful coexistence and cooperation among the clans. In addition, the local communities complain about issues related to boundary issues, minority representations, demand local accountability, and lack of basic infrastructures that tie clans together in the areas need to be given immediate responses. From the study, a well established and closely supported intergovernmental relation is implied, and hence much attention needs to be given to the woreda level inter-governmental relation by Somali-Oromia regional states.Item The Role Of Information Communication Technology (Ict) For Child Protection: In The Case Of World Vision Ethiopia’s Child Protection Project(Addis Ababa University, 2019-01) Jima, Tesfaye; Afewerk, Fisseha(Associate Professor)The main objective of this study is to assess the role of the applications of digitally enhanced technologies for the reporting and management of cases of violence against children. The two study districts (Hidhabu Abote and Angolola) were purposely selected for the ICT4CP project was being piloted and implemented there by WVE. Secondary raw data on the child right violence incidences (530 cases) and the managed cases (90 cases) were obtained from the ICT4CP web based server. Besides, the project’s baseline survey (2017) report was reviewed. The obtained data were quantitatively and qualitatively analyzed and reported. The quantitative data were analyzed using percentage. The current research finding showed that more than 530 incidence cases on 16 types/forms of child right violence were reported within 7months of the project implementation. From the baseline survey report (2017), among the total children (319) who had been experienced at least one form of violence either at home or at school or in the community, only 98 (30.7%) cases were reported to the concerned authorities. Through the traditional ways of reporting, among those children of 46 who reported incidences of violence against them, a total of 25 (54%) children confirmed that action was taken against the perpetrators. Out of incidences (34) reported by adults, total of 30 (88.2%) confirmed that action was taken against the incidences they reported while out of the 530 reported cases through SMS, only 90 (17%) cases were managed. Based on the current research findings, it can be concluded that the ICT4CP enhanced the reporting of incidences of child right violence. However, there was no evidence that the ICT4CP had enhanced the management of child right violence cases. Regarding the challenges in reporting and management of child right violence cases, the current research found that the ICT4CP application was not accessible for children due to the inaccessibility of mobile network services for children under 18 years according to the Ethiotelecom regulation. It was also found that there was poor accountability system among stakeholder in responding to child right violence cases as many of the stakeholders were found lacking commitment and unresponsive to the reported violence cases. Based on the major finding and conclusions drawn, the researcher recommends that WVE should make more collaboration with the concerned government offices on how to make the ICT4CP widely accessible to all community for the reporting of the child violence cases and also find ways of increasing accountability and commitment of the stakeholders in responding to child violence cases.
