    The Opportunities and Challenges of Implementing Community Based Rehabilitation Programme for Person with Disabilities in the Context of Pastoralist Communities: The Case of Borana pastoralist Communities of Southern Ethiopia

    This study aimed to explore the opportunities and challenges of implementing community-based rehabilitation programme for person with disabilities in pastoralist communities of Borana. A qualitative method employed to address the research questions in detail. The in-depth interviews, focus group discussions (FGDs), observation and document review used as techniques of data collection tools. The study participants were experts of government organization, non government organization, and person with disabilities, elders and abba Gada as well as Kebele structures at community level. Non-probability sampling technique specifically purposive sampling technique employed to identify research participants. Thematic analysis also deployed for analyzing classifications and explaining themes relating to the data. The ethical considerations subjects regarding to values of privacy, informed consent, confidentiality and anonymities have carefully addressed in this study. The finding of this study revealed that the most challenges in implementation of CBR programme in pastoralist communities were; negative attitudes of the community towards PWDs, absence of disability oriented institutions and rehabilitation centers in the area. The other challenges are; low confidence in the capacity and skills of PWDs and harsh environmental condition pastoral area. The identified opportunities in implementing community-based rehabilitation programme for person with disabilities were the existing indigenous knowledge that Borana communities have to support PWDs, existing government structures and systems to support PWDs. The barriers PWDs are facing towards maximizing their opportunities are; low income to run their business, lack of infrastructures in remote hard-to-reach pastoralist area, illiteracy of PWDs and low level of confidence. This study has concluded the challenges and opportunities in implementing community-based rehabilitation programme for PWDs in particular area of Borana mostly related with the access and environmental characteristics. Finally, the study has a great implication for Social Work intervention in the area of exploring challenges and opportunities in community-based rehabilitation programme through education, research, policy influencing and advocacy.
