The primary data was collected from the concerned university officials through semi-structured interviews and from 129 administrative staff members selected from four colleges and the central administration through questionnaire survey. A simple random sampling was used to select respondents from the four colleges, while employees from the central administration were purposely included in the sample. The data gathered through questionnaire survey, mainly using 5-point Likert scale items, were analyzed using statistical techniques (such as frequency distribution, mean rank and Chi-square test), the results of the analyses were presented using tables, and the findings were interpreted and discussed using qualitative narrations. The findings of the study indicated that there is no sound performance appraisal system for administrative staff in the university, the process of employee training was found to be unsystematic and employee promotion process of the university was also not adequately fair and objective. Hence, it has been recommended that the university should improve its human resource management system and practices (i.e. performance appraisal, training and promotion) in order to ensure the availability of efficient and effective administrative staff in all colleges and institutes
