Item Analysis of Youth Policy Formulation and Implementation with a Special Emphasis on Youth Participation: A Multiple Case Analysis(Addis Ababa University, 2019-06) Rona, Ali; Abate, Sebsibe (PhD)The FDRE National Youth Policy emphasized the role of youth in determining their own destiny through their active participation in the formulation and implementation of policies and strategies that affect them. Accordingly, the purpose of the study was to analyze youth policy formulation and implementation focusing on the participation of the youth and explore the challenges in the implementation of strategies for youth participation in the policy process. A policy analysis framework was used to analyze the content, the role of actors, and the context of the development of the policy and policy packages and demonstrate the dynamics among them. In addition, youth access and influence on the policy process was analyzed to gauge the progress made in realizing the democratic rights of the youth and their meaningful participation. The methodology used is a multiple case study approach at macro, meso and micro levels to analyze the formulation and implementation processes at various levels of administration. A qualitative approach was used to analyze the research questions in the study. In-depth interviews with key informants, document review and observation methods of data collection were used and in addition served as a way to triangulate the data. A purposive sampling method was used to select and undertake in-depth interviews with a total of 15 Key Informants from both the government i.e the Youth Department at the Ministry, Youth Bureau at Addis Ababa City Government and the youth secretariats in the selected Sub-city and woreda, and the Youth actors comprising of the Ethiopian Youth Federation, Addis Ababa Youth Federation and Addis Ababa Youth Association. The Key Informants were selected for their special knowledge and insights of the policy formulation and implementation processes and different interview guides were used for each organization, group and various hierarchical levels to obtain the data. Findings indicate that most of the progressive strategies for ensuring the meaningful participation of the youth through independent participation of the youth in the policy process, implementing structures and mechanisms forwarded in the National Youth Policy have not been reflected in the subsequent policy packages and there were insignificant changes among the various policy packages. Findings also indicated as one of the challenges in the policy process, the state’s influence on the policy environment which limited the participation of the youth to government affiliated national and regional youth federations and associations which are under the shadow of the government as they rely on it for their financial needs which in turn has affected their bargaining power. The government’s youth departments at the City government level also face similar issues of capacity which impeded the monitoring and coordination of youth issues and in addition face autonomy issues due to the top-down approach of the federal government. In conclusion, the government has been lagging in ensuring the participation of the youth through the provision of access to the policy process and enhancing the quality of their participation. Strong legal frameworks to ensure the autonomy of the youth organizations and creative ways to reach and involve youth are necessary to safeguard the participation of the youth.Item Assessment of corruption on title deeds registration and transfer services of Sebeta Town Administration(Addis Ababa University, 2019-05) Olani, Dilba; Abate, Sebsibe (PhD)Corruption is a phenomenon with secretive nature making it difficult to research about. Land administration is one of the main economic sectors prone to higher level of corruption. The overall goal of this research was to identify the link between corruption in land title deeds registration and transfer processes and its bearing on service delivery at Sebeta town administration. In specific terms, this research was conducted with the following three aims. The first aim was understanding prevalence of corruption in land title deeds registration and transfer services of Sebeta municipality. The second aim was understanding whether service delivery was negatively impacted due to high prevalence of corruption and the last aim was consolidating possible measures stated by service seekers and officials as effective ways to prevent corruption. In this research, over eighty service seekers sampled out of community members waiting for their cases being processed at Sebeta municipality premises were interviewed. Respondents were selected using purposive sampling technique so as to identify respondents who were at the premises with the purpose of getting their property registered or transferred. From government office, officers at OEACC, Justice office, head of public service and land administration reform desk team leader were interviewed. Findings of this research indicates that majority of service seeker respondents perceive that Sebeta land administration is plagued with corruption which does not show any sign of decreasing even under the current regime which promised swiping reforms. Respondents also consider that service delivery was deteriorated due to systematic corruption engrained in the daily dealings of officers at the land administration. Involvement of middlemen in getting cases processed at the office was named one of the most worrying hinderances put on the way of other service seekers. Officers indicated that grand corruption has ceased since the reform; but ordinary citizens refute the claim, saying that local level has not seen significant reform or hope of it coming. In conclusion, there is a strong tendency to consider corruption as a normal routine by the wider public in their daily discourse. Added to this service delivery is undertaken through network of middlemen who use up majority of office hours of officers responsible for serving the public equally. In recommendation, there should be a scheme to strengthen public awareness on negative impact of corruption on local development and service delivery. Local population should play its part in combatting corruption by having sufficient access to information in relation to administration of their local affairs including management of land resources owned collectively.Item The Challenges and Prospects of Dynamic Electronic Service in Strengthening Demand Responsive Transportation System in Addis Ababa, Ethiopia(Addis Ababa University, 2019-07) Dagmawit, Moges; Abate, Sebsibe (PhD)The aim of this paper is to investigate the role of Information Communication Technology (ICT) for the establishment and delivery of Demand Responsive Transportation Service (DRTS) in Addis Ababa city and to identify the major challenges of its implementation. Qualitative data was gathered through Key Informants Interviews. Additional data was also collected from relevant national and international documents. The collected data were analysed using qualitative data analysis and document review. Regarding the role of ICT for the establishment and delivery of DRTs, the results show that ICT Plays vital role to enhance advanced customers information system, traffic management, safety and security systems, signalization, automation of administrative and controlling functions, reliable electronic payment and provision of information about the transportation system to drivers and users. However, there are major challenges associated with its implementation, which are poor telecommunication infrastructure, limited literacy on ICT science, high costs of ICT equipment, legal and regulatory issues, lack of organizational integrations, excessive reliance on foreign technology, poor understanding of the dynamics of the knowledge of electronic equipment. To tackle those challenges some policy options are suggested, building the capacity of the transport service management system, providing sufficient infrastructure, enhancing the cooperation of concerned government institutions, clearly stated policy and strategies, public-private partnership, awareness creation and training on ICT- based transport system, providing incentives and subsidy for technologies related to DRTS.Item Effects of Motivation on Employee Performance in Public Enterprise: In the Case of Ethiopian Shipping and Logistics Services Enterprise(Addis Ababa University, 2018-06) Teshome, Alemayehu; Abate, Sebsibe (PhD)The study scrutinized the effect of motivation on employee Performance of selected Head office departments in Ethiopia shipping and logistic service enterprise. The study used descriptive statistics (frequencies, and percentages) to answer four research questions posed for the study the result obtained from the analysis showed that there existed relationship between motivation and the employee performance. Motivation is one of the most critical elements in the area of Human Resources Management. The study reveals that PDB bonus, extrinsic and instinct motivation given to employees in an enterprise has a significant effect on the employee performance. This is in line with equity theory which emphasizes that fairness in the remuneration package tends to produce higher performance from employees. Moreover, the study recommends that because motivation factors like attractive salary, training and good working environment to any employees is highly essential, it is important for Ethiopian shipping and logistic service enterprise to strength them all. Based upon the document analysis the enterprise is profitable, hence it is recommended that Ethiopian shipping and logistic service enterprise should adopt housing allowance in its various departments to increase employee performance. When employees are involved in making decisions that concern them, their performance is expected to significantly increase than when employees are not involved in making decisions concerning them this is absence in Ethiopian shipping and logistic service enterprise and I recommend the enterprise to reconsider it. Labor unions should be more active in defending the right and privilege of employees in Ethiopia shipping and logistic service enterprise since it is pressure group should take advantage of pluralism and demand to be involved in employee motivational rewards. And it should play its role being connectors between employees and their employer.Item Procedure, Practice and Problems of Procurement in the Government Office: The Case of Arada Sub city(Addis Ababa University, 2018-10) Ambachew, G/Wold; Abate, Sebsibe (PhD)Procurement is a means by which an organization acquire good and services in a scientific manner. In Ethiopia More than two third or 64 percent of the organization annual budget is spend through procurement (MOFED, 2011). Every activity of the organization, either service or goods provider, is highly attached with the procured product. Thus, failure of the procurement unit has a direct impact on the failure of all other department. This thesis tried to study the procedure, practice, problems of procurement in government office of Arad sub city. It assessed the procurement department, the satisfaction of the user department, the challenges faced by the procurement department and the adverse effect of the perception towards the department. For the accomplishment of this, the study employed descriptive design in which the selection of respondents were carried out by using purposive sampling technique. 15 employees are considered as a sample unit. Furthermore, interview has made with the procurement support team leader, from the procurement Core Process procurement head and procurement officer, who has more than 10 years of experience. Both primary and secondary data are used. The finding of the study reveals that the procurement department has its own procedure but it is not well practiced in accordance with stated principles. The finding reveals that ill planning, delaying and unplanned purchasing are the challenge that affected the practice and procedure of the procurement processes Besides this, even if the department performed well in the area of purchasing based on specification with the right quantity and price, the department poor performance is shown in the area of procuring with the right quality and time. The researcher recommended to the planning departments should consider the mismatch between the plan and purchasing time. Beside this, coordination between planning, procurement department and other departments should be boosted.
