| dc.description.abstract | This study explores the challenges in implementing the urban structure plan of Sebeta town, Oromia Region, between 2007 and 2017. A total of 254 respondents participated in the research, whichadopts a quantitative approach, utilizing surveys and secondary data to assess the key obstacles hindering effective urban plan execution. Findings indicate that the primary challenges include inadequate manpower, insufficient budgetary resources, and weak enforcement of land-use regulations. The lack of skilled personnel within the municipal offices has significantly impacted the town's ability to manage urban growth effectively. Additionally, budget shortages have limited the execution of planned infrastructure projects, while the absence of strong regulatory enforcement has led to illegal settlements and unplanned expansion, particularly due to rapid industrialization in the area. These factors have resulted in urban sprawl, land-use conflicts, and infrastructure strain. To address these issues, the study recommends improving municipal capacity by increasing manpower and securing adequate financial resources. Strengthening regulatory enforcement and enhancing the monitoring and evaluation of urban planning processes are also suggested to align actual urban growth with the intended structure plan. These interventions are essential to promoting more sustainable and organized urban development in Sebeta.
