This study examines the mediating role of Enterprise Resource Planning adoption in the relationship between institutional determinants and operational performance in public organizations based in Addis Ababa, Ethiopia. Based on Technology-Organization-Environment framework, Resource Based View, and Institutional Theory, the study focuses on five institutional determinants such as leadership commitment, organizational culture, institutional capacity, regulatory frameworks, and resource availability. A quantitative research methodology and explanatory design were adopted focusing on 440 employees from 88 public organizations to address the objectives. Stratified random sampling was used to obtain 188 valid responses (response rate is 89.5%), which were gathered by using structured questionnaires. The collected data were analyzed using descriptive statistics, Pearson correlation, and multiple regression analysis with the help of SPSS version 26. Mediation was tested using the PROCESS macro for SPSS with 5,000 bootstrap resamples. The findings show that all five institutional determinants have a significant impact on operational performance, accounting for 69.9% of its variance (R² = 0.699). The strongest predictor of operational performance is regulatory frameworks (β = 0.357), followed by organizational culture (β = 0.240), leadership commitment (β = 0.197), institutional capacity (β = 0.159), and resource availability (β = 0.121). ERP adoption plays a mediating role in the relationship between institutional determinants and operational performance that amounts to 0.108 (95% CI: 0.037–0.179). The findings supported its statistically significant partial mediation effect, as the direct effect of institutional determinants remained significant (β = 0.719, p < 0.001) after mediation. It highlights the need to strengthen regulatory frameworks, enhance organizational culture, and address resource constraints to improve operational performance in Ethiopia’s public organization
