The Practices and Problems of Human Resource Training and Development in South Wollo Administrative Zone

Abstract

The purpose of/his study was to asses the practices and problems o.ltraining and development factors in South Wollo administrative zonal organizations. A descriptive survey Inethod was employed. For this study a smnple o.l13 zonal OIganizations were selected ji'om among 25 organizations o.l the zone by using simple random sampling techniques .In selecting the respondents ji'01ll the sample organizations a purposive sampling technique was employed as it was suitable 10 take the required numbers ji'om the sample organizations having different population numbers. However. ji'om those organizations having 10 or less population the given numbers were directly taken. Based on this, 200 employees including managers were selected, and ji'om those employees 20 managers or organizational heads were selected as .focus group discussants on the basic questions to back up the gaps as the sources ol in/ormation in the study. Questionnaires, document analysis, and focus group discussion were utilized to collect the necesswy in/ormation and the results obtained were ilttelpreted and anal),zed by usillg percentages and Mann-Whitney U test analysis. The results o.l this study have revealed that the training and development offered by the zonal olganizations were done in haphazard manner and a disorderly way. In 1Il0st organizations, training needs assessment IVas lIot conducted and passed through effective designing, and the results were not evaluated. Some o.lthe recommendations made to address which in elude setting training and developmellt polic)I ill which on-the-job and o.frthe-job training and development has to be clearly stated; conducting needs assessment in light of organization's strategy, resources, management support and peljormance standards ;choosing one or a mix of training methods based on purpose, cost level of trainees, and media considerations; adopting e-training in each olganizations : adopting systematic training and development approaches ; evaluation o.l training and development before, during and a/ter trainings; and establishing training and development department or unit or sectionfor each organization.
