| dc.description.abstract | Background: Health information systems are critical to improving health system effectiveness and monitor and evaluate performance. However, the utilization of HIS at facility level has been frequently reported to be poor. Objective: To assess the magnitude and factors affecting Health Information System (HIS) use and data quality in public health facilities found in Bahir Dar City Administration.. Methods: a cross sectional, descriptive study was conducted in the health facilities found in Bahir Dar City Administration. A structured questionnaire was filled by 170 health professionals and in-depth interview with 14 for qualitative candidates a total of 184 health professionals and HIS focal persons were included in the study. Result: Regarding the quantitative there were 170 respondents and among these 161(94.7 %) were health professionals. Majority of the respondents qualification were diploma nurses Only 53 (30.6%) respondents attended training on basic computer.only37 (21.2%) budget assigned for HMIS activities.78 (45.6%) of the respondents confirmed the use of information for decision making, only(18.3%) reported the existence of incentive that encourage information use,73 (42.9%) were despicable that there is policy in the facilities for information use ,78 (47.5%) revealed that there have legislative and regulatory environment for data security These show that health facilities were found to perform poor in terms of basic inputs to HMIS; inadequate processes and insufficient outputs. The use of HMIS in the facilities is thus found to be very low because of lack of appropriate technology skilled human resource and coordination effort, although the institutions like regional health bureau and sub City office were performing relatively better. Conclusion and Recommendations: it can be concluded that the information utilization level and data quality of HMIS in health facilities under study is far below the standard expectations. It is recommended from this study that a common understanding should bereached between the facilities and the responsible organs so that facilities could know the use of the data they generate to local need rather than sending reports upwards.
