Abstract
The maIn objective oj the study was to inl'estioate the majol' problems encountered in the
preparation as well as implementation oj Af<.flE oj HAPCO fina nced education projects and
(0 remedy possible solution to solve the identified problems. To this end, descriptive survey
method IVas employed, In the stud)" 4 Zones were randomly selected aJter sl1'atijj'inn them
011 the basis oj their level oj development and 3 Special Jtf'eredas were randomly chosen to be
sample areas. In the study, two sectors (Education and Health) were included. Data were
collected usinO questionnaire, interview and document review fl.-om primary and secondary
sources oj the respondents oj Education and Health sectors. For analysis, Jrequency and
pel'centooe were used and Chi-square was applied to test the existence oj sionificant opinion
differences between the respondents oj the two sectors.
The research reveals the existence oj established M &.. E system. Quite a sionificant number oj
subjects v't'ol'kinO on A1&..E were not jrom suooested fields oj study. J1'ith reference to
A1onitol'inO desioned, it was Jound important tool in achievino the objectil'es of the projects.
But it Jailed to jOl'ecastin8 problems in advance. On the other hand, concel'ni118 the
Jormulated Evaluation, all the requirements listed by scholars are satisfied in the
jormulation process but Jound minimal in chanoino vision oj an oroanization. All
AIonitorino tools were used in one way 01' another except project quality monitorino that tvas
totally abandoned. Similarly, in the application oj Evaluation, all types are used but impact
evaluation was 1l0tJound practical. The dicta tins reason to choose A1&..E wasJound to be
cost, 'tf'hen come to the use oj Alodcl oj Evaluation, Transaction, AdversarJ' and System
analysis modeh were notfound applhable in the projects thouOh the rest were haphazardly
used. The study sholVs, the undcl'lyinO cause that dictates the sectors to use certain A10deJ,
primarily, wosJound outcome neededfrom the el'alua(ion. A1eanwhile, the desionino process
oj At &.E has taken into account major requirements and, at the same time, indica(on: used

were: capacities to conduct Al &..E, lack oj train ina, commitment oj staff, n'ork load, shartaae
oj budset were the identified ones. In addition, lon8 chain oj planllina, complex
bureaucracy, lacl~ oj facilities such as vchicles, and intcBl'ation between actors were the
l'enowned ones.
To improve this situa lion, it is wise, amonD all, to arranDe, traininBs to jill the identified
saps in know/ednc in addition to try to attract pertinent professionals in the 10nB run. To
maintain inteoration amona act01"5, carefu lly plannins Jor if, identifyinn the role of cach
and allocatinn sufficicnt rcsourccs will help solve the problem. To in spire employee, .. H'orkillil
