Abstract

The purpose of this study was to investigate the practices of the on-going alternative non-formal basic education program for out-of-school children in South Gondar Zone. Descriptive survey method was used to address the objectives of the study. The study was conducted in 20 N FBE learning centers 0 [five woredas and the subjects 0 fthe study were facilitators, head teacher, program co-ordinators, and community representatives, educational officials at Woreda and Zonal levels. The sampling techniques used to select the data sources were avai lability, purposive and random sampling techniques. The instrument used to collect data from fac ilitators, head teachers and program co-ordinators was questionnaire. Interview was also used to collect information that would supplement the questionnaire [rom representatives of the community, the education offic ials at Woreda and Zonal levels. Moreover, field observations were made in the sample learning centers. Various documents and statistical data found at learning centers, Woreda education offices and Zone education desk were also consulted. Qualitative and quantitative methods were used to analyse the data. The statistical tools used to analyse the obtained data were percentage, weighted mean and one-way ANOVA. Results of the study revealed that the existence of plans and clear guidelines, the involvement of implementers and beneficiari es in basic issues (planning, monitoring, evaluation and decision-making) of the program, the co-ordination among stakeholders and the issue of resource basis were not without a problem. The physical conditions of the class rooms, the availability and competence of existing persOimell, the absence of self-instructional materials for students and lack of a guide for facilitators were a matter of concern for providing institutions and assumed to have an adverse effect on the practices of the program. Thus, it was suggested that in addition to making learning centers accessible to the needy child, the actual learning environment also requires certain quality improvements and it is concluded that before this happens, it is not recommendable to expand the program in a wider scale.
