Abstract
This study was aimed at assessing factors affecting staff performance appraisal
in FMOCS planning. To this end, the study has employed descriptive survey
method. The study was conducted in FMOCS various departments, process
owners and directorates selected on the basis of random sampling techniques.
The subjects of the investigation were 16 appraisers and 1 70 appraises drawn
from the sample in organization. Questionnaire and interview were the
instruments used for data collection. The data gathered were analyzed by
statistical tools such as mean score, weighted mean score, and percentages were
used. The findings of the study indicated that both formative and summative
evaluation were used. The measurement standard criteria were found to be
complex and in appropriate to measure employee performance, in capable
appraisers were assigned to judge employees' performance, inadequate
information's were used. Moreover; employees' performance appraisal system
was not revised from 2002 G. C. to date. In addition, lack of specialized
manpower, lack of giving attention and understanding, less follow up and poor
control mechanisms, and poor relationship between appraisers and appraises
were identified as the major factors affecting staff performance appraisal. In
sum, the result oriented performance appraisal system was considered more
specialized manpower both appraisers and appraises by IT technology and
available resource material as ineffective to achieve its target. Hence, it was
recommended that EPAS ought to be revised or changed in other system with
fulfill resource and trained manpower.
