| dc.description.abstract | This study focuses on an assessment of program-based budgeting implementation effectiveness in selected public bodies of Ethiopia. In order to undertake this study 3 Ministerial level government bodies are selected with a specific focus on Budget departments of each Ministry. The research design selected to assess the study subjects is descriptive. The study used both quantitative and qualitative methods by using instruments like questionnaires and interview protocols to collect data from respondents. The main findings of the study are poor monitoring and evaluation of program-based budgeting, high level of leadership and staff turnover, insufficient provision of refresher trainings on the program-based budgeting, lack of ownership of programs by top management, and insufficient participation of stakeholders in planning and execution process of PBB. | en_US |
