Abstract

The purpose of this study was to examine the need to integrate tourism . e ducation and training into technical and vocational education and training program to ensure the supply of adequate middle level manpower to the tourism industry. The theoretical framework indicates that successful manpower planning approach in tourisms involves that the evaluation of the present manpowe r, the projection of future manpower needs, the evaluation of the human resource available and, fo rmulating the education and training program which required providing the requisit e qualified manpower. To achieve this objective, the descriptive research method was employ e d. Primary data from 71 respondents (13 higher officials of MCT and 58 p e rsonnel and marketing departments heads of hotels and tour operators), and secondary data from legal docum ents of both entities, were coll ected. Questionnaire, document analysis and interview were used as instruments of data collection. The finding of the study revealed that the existing tourism training institutes are unable to supply adequate numbe r of trained manpowe r to the extent of th e touris m industry needs. Besides, the existing tourism business enterprises, name ly tourist hotels and tour operators are not s trong enough in their number and quality of manpower to d e live r am internationally competitive service. The theoretical framewo rk indicates that successful manpower planning approach in touris m s involves which evaluation of the present manpower, the projection of future manpowe r needs, the evaluation of the human resource available and, formulating the education and training program required to provide the re quisite qualified manpower. In the light of these findings, recomm e ndations suggested were, first, to achieve the manpower training development programs needs assessment has to b e carried out, secondly a systematic formulation of the training programs are to be designed for the required pre-employ ment including on-the-Job-training needed to upgrade the present emplo yees working in tourism. At last recommendations given on the major findings of the s tudy, for the development of tourism training institute expansion program are that MCT and MOE may maintain a system measure to integrate tourism education and training into TVET program to meet the tourism industry human resource requirements.
