An Assessmant of Readiness and Preparation for School Development Plan and Implementation in Secondary Schools of Bale Zone

Abstract

The main purpose of the study was to assess readiness and preparation for school development planning implementation in secondary school of Bale zone and thereby to identify the strength and weakness then to provide alternative recommendations to the identified problems. To this end, answers to the basic questions pertaining to the readiness and preparation made by school were adequate to implement SDP, key stake-holder involvements in the process of SDP, types of conducive environment to implement SDP and challenges encountered in the implementing process of SDP. A descriptive survey method, purposive and simple random sampling techniques were used in the study. The subject of the study were 46 school leaders, 109 teachers, 40 students, 10 WEO experts of planing: and stastics and 15 PTA members from 5 sample woredas out of 20 total woredas and ~, __. ..-. :-',i";'dministration. The data collected through questionnaire, interview and document analysis were analyzed, interpreted and reported. The collected data were analyzed using percentage, mean scores, weighted mean, and chi-square test. The fmding of this study indicates that preparation made by schools for implementing SDP, the extent to which school involve and mobilized key stake-holders in the process of SDP were good. Similarly, the extents to which the school review conducive environment for implementing SDP were at a good stage. However, the finding data from analysis showed that implementing all activities mentioned in action plan, lack of preparing capable and standard plan, lack of collaboration during implementation, gap in relation with internal and external facilitation, lack of satisfaction and resistance by planning groups, lack of resource, training and commitments by key stake-holders are the major challenges constraint the readiness and preparation for implementing SDP in the school of the zone under the study. Thus, it was recommended that in addition to making school accessible to make teaching learning the school should be follow up assessment of effective implementation of all activities mentioned in action plan, involvement of all staff on the implementation issues create good relation with internal and external facilitation give more attention towards developing good plan, develop a sense of commitment in all stake holders, share professional support from expert supplying educational material and develop training for stake-holders on SDP implementation issues.
