From these groups, 30students were selected by simple random, 8 teachers and 2 supervisors by available and 3academic vice principals were selected by purposive sampling techniques as sample. The instruments used to collect the relevant information were interviews that were conducted to allrespondents groups and classroom observation employed on Physical Education teachers 2 times in three months. The data gathered through interviews and class room observation wereanalyzed and interpreted qualitatively. The findings of the study suggested that large number of students per class, lack of students’ trend on active learning in lower grades, negative perceptionof teachers and students to the method, lack of support from school management, scarcity of educational materials, lack of awareness creation and refreshment course for the stake holders and lack of motivation on teachers to teach their students through teachercentered approach were the major findings of the study. From the findings of the research it was concluded that active learning was not being implemented in those schools and the more dominant type of teaching strategy was teacher centered approach. Finally, on the bases of findings and conclusions the following recommendations were drawn to alleviate the challenges that hinder the implementation of active learning: Nekemte Administrative City Education Bureau,Principals, Supervisors and PTSA should unite to provide continuous in-service refresh mentcourse, determine the class size, fulfill the necessary educational materials, follow up through observation and supervision to implement the strategies.
