The Implications of Child Day-Care Facility on the Work-Family Balance of Mother Employees in Public Organizations in Addis Ababa
(A.A.U, 2020-06) Fena, Abera Yadesa; Shumey, Berhie (Ph.D.)
Since Ethiopia adopted a new constitution in 1995, the constitution has recognized women’s right to affirmative action and provides more attention to enable women participation in all spheres of life and equal employment opportunity with men. This study sought to analyze the implications of the provision of the child care facility on the work-family balance of mother employees in public organizations. The study adopted mixed research approach and used multiple case studies to study the work-family balance of mother employees in public organizations. The study population consisted of mother employees who use child care services and works for federal public organizations where a child care facility implemented in Addis Ababa, human resource managers, women’s affairs officers of each organization and expert from the ministry of women’s child and youth affairs, have been included in this study. All mothers who use the service were included in the study. The researcher collected data from primary and secondary sources, using questionnaires, interview, document review, and personal observations to make the study more reliable. To analyze the data, the researcher adopted a thematic framework analysis. The study revealed that the provision of the child care facility in the workplace helped mother employees to balance their work-family responsibilities. The study revealed that organizational interventions improve work-family balance, thus, organizations should take the initiatives to embed, work-family balance policies within the organizational cultures. Finally, the researcher recommends that the government should closely monitor federal public organizations to ensure that the child care service implemented in all organizations. During the study, the researcher found only nine organizations that implemented the child care service.
