    The Land Sector Governance in Addis Ababa: Assessment of Yeka and Ledeta Sub-cities

    This study assessed the Land Sector Governance practices in service delivery in Addis Ababa City Administration using Yeka and Lideta Sub-Cities as a case study. The study design was descriptive case study. The methodology used to conduct this study was qualitative research approach where purposive sampling method was employed to select respondents to collect quality, relevant and comprehensive data. Data was collected from primary and secondary sources. Primary data was obtained through customers, key informant interviews and Focus Group Discussion from 120 selected respondents using purposive sampling technique. Secondary data from research papers, articles, journals and different reports were also used. The researchers used thematic and simple descriptive analysis techniques to present the collected data. The study found that the land sector governance in service delivery in Addis Ababa city administration particularly in Yeka and Lideta sub-cities are hindered by various factors such as bureaucracy, corruption, poor management, political interference like the higher officials appointing based on political capability rather than knowledge and qualification, institutional structure and lack of skilled human resources. In general lack of good governance was the bottlenecks of the sector. The study lastly concluded that without properly implementing or practicing good governance in land sector, the government cannot realize the quality of urban service delivery for the city residents. The study recommended that, to improve service delivery at land governance sectors, the management of land administration should ensure that all land administration sector staffs are aware of the principles of good governance through providing capacity building training, how to implement and obey to good governance elements in their day to day activities. It was suggested that Land administration sector both Yeka and Ledeta sub cities, to pay attention to staff and human resources development strategies with appropriate training packages to enhance knowledge of good governance and its implementation and organize the strong monitoring and evaluation system in the sector.
