Item Department of educational planning and management in partial fulfillment of the requirement for the degree of masters of arts In educational planning and management(Addis Ababa Universty, 2007-04) Ejeta, Asfaw; Baraki, ZenebePhD)The aim of this study was to identify the current status of information communication technology (leT) use in education in highs schools of area under study. The components of leT that the study considered includes: instructional television (Plasma display panels), compacter and internet use that were introduced by Ethiopian government to improve quality of education especially in Preparatory level high schools. The primary objective of the study was to find out perceptions, opinion, and attitudes of students and teachers towards the advantage these package leT use can offer in general and the importance lTV program offered in the following aspects that have major role to improve quality of education. The secondary objective of study was to find out whether basic factors that are useful to create leT enabled learning and teaching environment to properly implement the technologies are available. Descriptive survey method was used to identify the attitudes of students and teachers to wards the advantage the integrated leT use offered in five major aspects including introducing, new pedagogical methods, enabling collaborations, accessing remote resources, extending new educational opportunity, and enabling knowledge for the work place. It was used also to assess the attitudes of teachers and students towards the importance that TV program offered in the learning-teaching process. The developr:nent level of provision of some features (e.g. human resource, equipment supply, content development of teaching and learning materials) related to proper implementation of the technologies were identified through perception of the users and document analysis. For analysis, the data was secured from samples of 134 students of grade 12, and 52 teachers who teach different subjects on lTV, Likert's scales were used to see opinion, perceptions, and attitudes of the respondents. For basic knowledge and skill of computer IInternet use, self rating scales were used. Results of the study indicates that, attitudes of the students towards the advantages of integrated use of leT in education, and towards the importance of lTV program is positive except that, some students and teachers claim that some students could not cope with the speed and pronunciation of the TV instructors. On averag~, slightly both the students and teachers have positive attitudes towards the advantages establishment of the leT components offered in improving quality of instructions and in accessing remote resources; and there is a better students' achievement after introduction of lTV for instruction. The results indicate also that insufficient skilled personals and inadequate supply of equipments. From this it was recommended that the government and other stakeholders have to provide shortages revealed, has to expand the technology to more improve and make sustained quality of education in the CountryItem Factors affecting primary second cycle teachers' distance training program in Oromia national regional state(Addis Ababa Universty, 2007-03) Anno, Alemu; Baraki, ZenebePhD)The main objective of this study was to highlight factors affecting primary second cycle teachers' distance training program in Oromia National Regional State. To conduct the study, a descriptive survey was employed. Open and closed ended questionnaire, interview, document analysis and observation were used to collect necessary data. The samples of the study were chosen using systematic and availability sampling techniques. The research study involved five categories of sample population; distance trainees, tutors, center coordinators, relevant personnel from sample colleges providing distance training program and regional education bureau. Data analysis was made using statistical tools such as frequency count, percentage, grand mean, t-test and chi-square to identify whether there were agreements or differences in the views of the respondents. The study findings indicated that respective colleges did the course material development, production and distribution. However, delay, shortage, and absence of certain modules in a series were common problems. Printed material was the only media employed in course material delivery. There disparity between trainees' expectation between the actual performances of the respective colleges was observed in some major issues of the research. That is, the provision of support-services such as guidance and counseling, face-t01ace tutorial program, practical sessions, provision of resource materials were insufficient and inconsistent. There was no timely feedback on tutormarked assignments and final examinations. According to this study, reasons for the delay of services were due to limited institutional capacity, overcentralization of major activities at the central level of each college and rely on one mode of delivery system. Moreover, the recruitment and selection of tutors was not open to all; necessary induction and training were not conducted. The largest group of the trainees did not benefited from face-t01ace tutorial programs mainly due to a long distance of tutorial centers from their respective work place and insufficient time given for the tutorial sessions. The result obtained also indicated the main financial inputs were obtained from the tuition fees and other obligatory payments. The trainees claimed that the tuition fees did not consider their economic status as the largest number of them were married, had children and paid average salary of Birr 501 to 600. Besides, the support services provided by each college did not comply with the payments. To sum up, the result obtained depicted that factors affecting the system are closely related to organization and coordination, a variety of media employed, provision of student support services, and financial inputs of the system. Finally, based on the major findings and conclusions, recommendations were forwarded to tackle the problems understudy .Item The practices and problems of human resource training and development in ethiopian civil service college(Addis Ababa Universty, 2011-05) Wondmneh, Bahiru; Baraki, ZenebePhD)The major purpose of this study is to assess the practices and problems of human resource training and development in Ethiopian Civil Service College. Descriptive survey method was employed to conduct the research. Stratified random sampling method was used to select sample respondents. From the total target population of 390 employees whose educational preparation is diploma and above, a sample size of 194 (91 admin. and 103 academic) respondents were selected. To gather data for the study, questionnaire, interview, document analysis and observation have been used. Out of 194 questionnaires distributed, 181 (93%) usable questionnaires were returned. Data obtained through questionnaire have been analyzed with descriptive statistics (Mean and frequency) and inferential statistics (t-test) supported using SPSS software version 17. 00. Moreover, the data obtained using interviews and from document have been analyzed qualitatively. The study revealed that the College has formulated training and development policy and has training and development plan, conducted needs assessment, selection of trainees and trainers, allocated training resources and the top management support for training and development are found to be in a good condition. Conversely, lack of clear trainee selection criteria; training evaluation criteria; communication of the training policy to employees; implementation of training development plans based on time schedule and evaluation of the training program are some weakness in the training practices of the College. Moreover, lack of worlang situation that facilitates transfer of training and staff turnover are the major problems of the college that needs serious attention. The study concluded that the College has well designed training and development program that has an exemplary role for other similar organizations despite some specific and easily amended limitations as stated above. Therefore, it has been recommended that the training and development policy and plan should be communicated to employees in detail and the plan should be implemented as per its time schedule. The College has to prepare clear and official trainee selection criteria approved by the Board and has to be made known to employees in order to reduce their grievances and confusion. Furthermore, the training and development program has to be evaluated by setting clear criteria to effectively measure the results obtained from the training program. The working situation that helps trainees to realize the knowledge and skill gained to the actual work situation should also be arranged. Finally, the College should give serious attention to revise its incentives system and identify other major factors that cause staff turnover and mitigate shortly to minimize this problem.
