    The Prospects and Challenges of Budget Utilization in Public Sector Organizations of Ethiopia. The case of Federal Courts

    The overall objective of the study was to assess budget utilization and its challenges in the case of Federal Courts. Specifically, the study tried to examine first, to assess factors that affect courts budget utilization Second, to indicate weakness observed in budget allocation and utilization in federal Courts. Third, to identify critical problems those were encountered in the process of budgeting. Fourth, to assess the contribution of Budget enabled services on court accessibility, transparency and accountability. The assessment was conducted two approaches; Primary and secondary data to assess how courts budget allocation and utilization. The primary data was collected primary data using 66 respondents through 36 structured questioners for top managers, Finance departments, strategic and planning, Registrar office, judgement execution defense attorney and internal audit department and in addition 12 unstructured interview for budget experts. Secondary data was conducted from budget manuals and annuals report of Courts and MOF, Audit report in relation to budget allocation and utilization. The type of sampling that will be used in this research will be non-probability (purposive/judgmental) sampling technique. To arrive at a sound conclusion, descriptive method of research with a mixed approach of qualitative and quantitative theme was applied. The major findings of the study revealed that strategic thinking and direction has been maintained with regard to the Courts vision, mission and strategy. Finally, the researcher recommended budget allocation and utilization system should improve and possible solution that curbs the challenges in the process budget allocation and utilization.
