Employing a descriptive survey design with a mixed methods approach, data were collected from 107 participants including teachers, principals, department heads, supervisors, and PSTA members, using questionnaires, interviews, focus group discussions, and document analysis. Sampling techniques included purposive, availability, and systematic random sampling. Quantitative data were analyzed using percentages, means, and standard deviations, while qualitative data were interpreted through narration. The findings indicated low stakeholder participation in educational planning and uneven prioritization of planning activities among different school actors.
