Institution of Ombudsman is mandated to investigate mal-administration of government agencies that results in human rights violations. This study aims to analyze the new Amendment Proclamation No. 1142/2019 towards the protection and promotion of human rights pursuant to international and regional instruments that generally deals with NHRIs. This doctrinal research founds that although the Amendment Proclamation tries to ensure the human rights by giving the Institution a mandate to investigate mal-administration, there are normative loopholes which are obstacles for the effectiveness of the Institution.
