These land legislations, except for some changes made in recent revisions, have technically limited the extent to which the judiciary would review the decisions of administrative agencies and tribunals. One of these limitations is the requirement to exhaust administrative remedies before seeking judicial review of an urban land clearance decision. However, the practice shows that landholders directly take their case before a court of law, and courts are also hearing such cases. Therefore, when it comes to urban land clearance disputes, there is a need to create clarity between the jurisdiction of quasi-judicial administrative institutions and the inherent judicial power of courts in order to protect the autonomy of administrative agencies and enhance the efficiency of courts.en-USThesis
