|Abstract:||The Purpose of this study is to investigate ‘Factors Affecting the Functions of Pedagogical Centers in the Secondary Schools of Oromia Special Zone Administrative Towns Surrounding Finfine City’’. In this study, mixed research method was employed. Both quantitative and qualitative data were gathered through questionnaire, interviews and observation check lists. The data were collected from school principals, secondary school supervisors, vice-principals and secondary school pedagogical centers’ facilitators and teachers from the available population in the Schools under study. Totally 263respondents were taken from the available populations of the schools. The collected data were analyzed using frequencies and percentages. The finding of the study revealed that there is a great deficiency in the availability and utilization of instructional materials in the School pedagogical centers due to various factors. Although most of the teachers in the secondary schools under study believed that instructional materials are important for learning purpose, most of them were not properly use the pedagogical centers in their respective subjects. In addition to this a number of factors that hamper the functions of pedagogical centers of the secondary schools were: lack of budget, lack of skilled man power/trained person/ in the centers were critical problems faced in all schools under study .The centers were not provided with the necessary facilities and enough rooms /workshop and display room/ and lack of the guide materials to organize and utilize the center. Most teachers have misunderstanding about functions of Pedagogical centers. They see the working in or using instructional materials in Pedagogical Center as tiresome and more time consuming. It is therefore, recommended that, effective management that understands the roles of PCs and that has commitment to its functions may be in place. To improve the situation, it is recommended that Preparing manuals and guidelines for the front line practitioners and efforts should be made to create awareness on functions of school pedagogical centers for students, teachers, school principals and educational experts. Guide material should be prepared in line with the levels of classes. Thus, assigning skilled man power and adequate budget allocations are the prime roles in enhancement of pedagogical center to concretize learning and promote the quality of education offered.|
