|Abstract:||The main purpose of this study was to examine the Constitutional powers avail able to the Regional Legislative Organ and the extent of the legislative control function exercised by the Oromia Regional State council and identi fy the major im pediments to exercise the oversight function and come up with the strategies that should be implemented to overcome the problems in the Regional State Council. The exist ing Federal and Regional State constitutions and other legis lations are considered. Further more, semi-stru ctured interv iews were administered to the standing committee members of the Regional State Council. The results indicated that, the principle of separation of powers was not properly applied in a form to protect concentration of powers in one organ of the Regional Government, before the Regional State const itution was revised in 200 I, the non organizatio,,--of the Regional State Counc il independently with its supreme authority until the Regional State Constituti on is revised, after the establi shment of " Caffee Oromia" having its speaker and office organization ,the Stand ing bodies which are expected to allow the proper , detailed implementation of the fu nctions of the council were organized from different zones of the Region and meet at every three months. They were not in a pos ition to implement the functions of the cou nci l permanently. The non read iness of the Executive organ of the Regional State to submit its work plans and work performance reports on the time requ ired by the law to be scru tinized by the Coun c il and ensure its accountabi li ty to the Counci l. These were the problems id ent ified by the study. Hence, it is concluded that in most cases ,the non effectiveness of the legislative control function of the Oromia State Council is affected by the inst itutional weakness of the Regi onal State Counc il and its Stand ing Committees, And the un wi llingness of the Executive to be scrutinized by the legislature. Therefore, it is recommended that the State Council should pay more attention to strengthen its standing bodies and furnish good working conditions, build their capacity to make them effective in implementing the functions of the council, and the council should seek for a mechanism compelling the executive organ to ensure its accountability to the council|
