Title: A STUDY OF MANAGEMENT PROBLEMS OF MUL TILIGUAL EDUCATION IN THE PRIMARY SCHOOLS OF SOUTHERN NATIONS, NATIONALITIES, AND PEOPLES' REGION

Abstract: The purpose of this study was to investigate problems related to effective and efficient management of multilingual education in the primary schools of SNNPR Five major problems were identified that handicap the effective implementation of using nationality language for instructional purpose in multilingual education system. Four types of questionnaires were prepared in order to address the major problem. Document issued by governmental bodies were surveyed and used as one source of data. Data was collected from 108 educational officials, 139 principals and teachers, 42 teacher trainers, and 59 community representatives. The collected data was analyzed using percentage, ANOVA, Chi-square, and T-test procedures as well as using various descriptive techniques. The analysis indicates the existence of inefficient managerial and institutional capacity, shortage of teachers' supply, and limited educational material and financial allocation that hinders the effectiveness of using nationality language as a medium of instruction. The other findings were unfavorable parents and teachers attitude for the use of mother tongue, poor organizational structure, and weak planning and information exchanging system. On the basis of these findings, improving organizational structure by research and with government assistance, developing managerial and institutional capacity by training, increase supply of trained teachers through organized in-service and pre-service training program, improving awareness and information system by organizing workshops and seminars, and establishing mini publishing center and systematic use of educational materials were recommended.
