| Abstract: | The purpose of this study was to examine the
perceptions of TVS principals and their appraisers about
the present system of PPA operating in TVSs of Ethiopiai
and hence, to discover if differences existed between the
two study groups in perceiving the purposes of the
appraisal scheme, the adequacy and appropriateness of the
appraisal criteria, and the competence of appraisers. To
this end, descriptive survey method was employed.
The study was conducted in 8 government TVSs of the
country selected on the basis of purposive sampling
technique. The subj ects of the study were 16 appraisees
and 120 appraisers drawn from the sample schools and ZEDs.
Information was solicited from the sample respondents
through a survey questionnaire which was field-tested in 2
schools and modified for distribution. Various statistical
tools such as percentages, t-test, one-way ANOVA and Tukey
HSD test, and chi-square test were used for data
analysis.
The findings of the study revealed that the appraisees
and the appraisers perceived the ma i.n purposes of the
appraisal scheme as being summative and formative
respectivelYi and the appraisal criteria were found to be
inadequate and inappropriate to appraise TVS principals.
Moreover, among the designated appraisers, parents and
students were identified as being incompetent to undertake
the task of PPA.
In general, the current system of PPA was perceived as
being ineffective in attaining the major purposes which it
was intended to serve. Hence, it was recommended that
necessary revisions, In which principals would have
meaningful participation, ought to be made in the design
and operation of the appraisal scheme. |
