| Abstract: | ABSTRACT
Ethiopia has been undertaking resettlement programmes for more than four decades under
three regimes eventhough the devised strategies by each were different. Hence, this
research paper has attempted to summarize past resettlement experiences of the country,
which were characterized by repeated failures. The research also tried to examine the
EPRDF government’s endeavors to make the programme successful. The research methods
used to arrive at the socio-economic dynamism of the programme include literature review,
survey method, key informants interview, focus group discussions and personal
observations.
The results of the findings indicate that the willingness and acceptance of the programme by
the resettlers was because of their desire to have access to larger size of fertile farmland
and conducive farming climate. The majority of resettlers became food self-sufficient owing
to free provision of fertilizer, improved seed, social services and food rations by the
government. However, social services in the resettlement are below the expectation of the
newcomers. In addition to this, they are suffering from lack of non-farm and off-farm
activities and supplementary food.
The host communities got better administrative services since the arrival of the newcomers.
However, social tensions are taking shape among the host and resettler communities due to
the competition on resources like farmland, grazing land and forest resources. This
situation has caused the environment to be adversely affected as a result of losing forest
covers and wild life.
Moreover, the research has revealed that the adverse consequences of the current
resettlement are the result of lack of proper preparation, and absence of detailed research
and imaginative planning. The institutional weaknesses of environmental protection and
family planning agencies to control deforestation and population explosion are also other
