&lt;br/&gt;Abstract: In Ethiopia, just like many African countries, it is the high incidence of poverty and hunger that served&#xD;
as a push factor for the adoption and integration of the Millennium Development Goals (MDGs) in to&#xD;
the national development plans. The progress towards achievement of the MDGs and eradication of&#xD;
extreme poverty and hunger in Ethiopia has not been researched after 2005 as a result of the&#xD;
unavailability of data i.e. the 2010 HICES and WMS. In addition to this, the agglomerated impact of&#xD;
external challenges such as the global economic challenge, recurrent drought and low agricultural&#xD;
productivity on the achievement of the MDG goal one has not been researched. In line of these gaps,&#xD;
the following research objectives were set including; i. showing the achievements made so far in terms&#xD;
of meeting the MDG goal one targets ii. Identifying the challenges encountered, opportunities gained&#xD;
and prospects for achieving the goal by 2015. To achieve the objective of the study secondary data&#xD;
were acquired from Welfare Monitoring Surveys and Household Income, Consumption and&#xD;
Expenditure surveys published by the Central Statistics Agency. To complement the aforementioned&#xD;
data, the results of Ethiopian Demographic and Health Survey, variety of reports published by&#xD;
Ministry of Finance and Economic Development and, various agencies of the United Nations have&#xD;
been used. With the help of poverty headcount, gap and severity indices, the progress made so far in&#xD;
terms of reduction of poverty have been addressed. In addition to this, the issues of inequality and&#xD;
hunger have been discussed with the help of gini coefficient, Lorenz curve and anthropometric&#xD;
measures of nutrition. To date significant progresses have been observed in terms of halving the&#xD;
proportion of the poor and those who suffer from hunger. However, there appears to be a long way to&#xD;
go for the creation of decent employment opportunity for all. Despite the progresses made in terms of&#xD;
halving the proportion of the poor and those who suffer from hunger, the overwhelmingly high&#xD;
dependence of the government budget on external assistances and loans, the poor macro-economic&#xD;
management that resulted in soaring inflation and increasing trade deficit, the traditional and drought&#xD;
stricken nature of agriculture, climatic change and global economic challenges such as rise in food&#xD;
and oil prices, and the limited ability of the government to cope up with such shocks make the&#xD;
progresses made unsustainable and make many vulnerable to slip back again to poverty. Hence, the&#xD;
continuation of the current trend of strong economic growth and pro poor spending, focus on export&#xD;
oriented and import substituting industries and, the structural transformation of agriculture and the&#xD;
introduction of commercial farms are critical in terms of ensuring the continuity of the progresses&#xD;
made.

      <title>The Contribution of Group-Based Micro and Small Enterprises to the Local Economy and Social Development in the Arada Sub City: A Case Study on Metal and Wood Work Enterprises</title>

&lt;br/&gt;Abstract: The main objective of this study is to investigate the Contribution of Group-Based Micro and Small Enterprisers (specifically metal and wood work enterprises) to the local economy and social development in the Arada Sub city. Both primary and secondary data were employed. Questionnaire, key informant interview and observation were the main data collection instruments. Among the 10 woredas in the sub city, 4 of them (woreda 2, 3, 6 &amp; 9) were purposely selected due to their relative performance. Among the 4 woredas, 16 group-based enterprises and a sample size of 97 respondents were covered. The quantitative data was analyzed using simple statistical techniques like tables, charts and graphs. Narration method was employed to analyze the qualitative data. The findings of the study indicated that MSEs have great influential nature in the locality in terms of economic (be good source of income for local individuals) as well as non economic (for the development social capital/resource) contributions. Furthermore, the research finding showed that lack of capital, limited working space, lack of market, lack of raw material inputs, unfair treatment among enterprises by the government, absence of display centers, difficult collateral to get loan from financial institutions are some of the constraints that hinder operation of MSEs. All in all, there is a need for strengthening the growth of MSEs and thereby enhancing their socio-economic contributions by widening access to loans, providing working premises in the appropriate place, and strengthening both financial and non-financial (Business Development Services) supports.

&lt;br/&gt;Abstract: World political economies are experiencing dynamic transformations that require substantial adjustments in the&#xD;
way and manner public organizations operate. Thus, BPR has been emerged and offered to help mediate this&#xD;
transition among other managing techniques for it is found to be the more prominent systems of mapping and&#xD;
adapting to the realities of this new and complex order of the world. Moreover, as a philosophy and a strategy&#xD;
geared towards enhancing government working system, BPR implementation and practice have now been either&#xD;
considered or adopted in the agenda of renewal of public sector organizations among developed and developing&#xD;
countries, both at the local and national levels.&#xD;
Accordingly, the Oromia Civil Service and Good Governance Bureau has viewed BPR as part of a shopping list&#xD;
of aspirant paradigms that prescribe the ways and approaches to reverse the tide of incompetence, inefficiency,&#xD;
redundancy, rigidity and problematic ways of service delivery of the Oromia region bureaucracy (civil service)&#xD;
including itself. As result, this study is done with the main objective of assessing the major achievements gained and&#xD;
challenges encountered while implementing BPR. To do so, this study employed qualitative research approach&#xD;
particularly descriptive survey in order to get better and deep information. Besides, both primary and secondary&#xD;
data sources were used to examine the issue under discussion. To this end, questionnaire survey was administered&#xD;
by performers.&#xD;
In addition, to better triangulate the study findings interview with key official informants was held as well as&#xD;
personal observation was undertaken. Accordingly, the study result shows that despite few encouraging&#xD;
achievements were registered, multifaceted challenges has been encountered. For instance among major challenges,&#xD;
lack of top management focus and involvement, lack of continuous monitoring and evaluation, lack coordination&#xD;
and communication, absence of incentives etc are worth mentioning among many other challenges identified.&#xD;
Finally, the study concluded by providing possible recommendations such as top management should be committed&#xD;
and be responsible for their action, provision of visible support to performers, proper incentives etc that may help to&#xD;
address those challenges and keep on maintaining the achievements registered so far.

&lt;br/&gt;Abstract: Tax administration is a component of public administration designed to control the&#xD;
processes and operations of public revenues in accordance with new public management&#xD;
approaches which focuses on efficiency, performance measurement and requirements of&#xD;
good governance. Governments require tax administration and compliance to produce&#xD;
revenue from private entities to provide public goods and services. Ethiopia needs to use&#xD;
domestic based resources mainly obtained from tax like Value Added Tax. The study has&#xD;
focused on addressing issues relating VAT administration factors affecting VAT revenue&#xD;
performance. In order to generate appropriate VAT, its administration should be&#xD;
efficient. Therefore, the study has been conducted on analysis of VAT administration&#xD;
efectivness in Arada sub city of Addis Ababa city administration. The study raised major&#xD;
research questions related to VAT registration, assessment, collection, investigation,&#xD;
refund and Tax payers Service Delivery. In order to achieve the purpose of the study. In&#xD;
order to address the questions, descriptive research method and purposive and stratified&#xD;
simple random sampling techniques were employed to gather data. Respondents who&#xD;
have been participated in the study were officers from Arada sub-city small and micro tax&#xD;
payer’s office and tax payer in Arada.&#xD;
According to the response of the respondents, certain factors were found to be the main&#xD;
constraints at Arada Sub City VAT administration. These were:- lack of well trained and&#xD;
credible tax officials mainly in taxpayers identification and registration process; lack of&#xD;
well trained officials to use SIGTAS (Standard Integrated Government Tax&#xD;
Administration System) so not possible to know the exact number of active VAT&#xD;
registrants, to identify and control non filers or stop filers using the computer system. In&#xD;
addition; the office facilities and procedures are not supportive to comply for taxpayer&#xD;
and tax officer, no audit plan based on risk assessment, weak enforcement, absence of&#xD;
well organized taxpayers’ education and assistance program about VAT, poor refund&#xD;
management and low voluntary compliance of taxpayers in the Sub City are the main&#xD;
constraints. Finally based on the findings, possible solutions were given. These include;&#xD;
improve taxpayer identification and registration, improve VAT collection, develop&#xD;
planned auditing, establish effective enforcement mechanisms, and improve service&#xD;
delivery, voluntary compliance of taxpayers and refund management
